NOTICE OF SPECIAL GENERAL MEETING
North Brisbane Junior Motorcycle Club, with the support of its members, has operated very successfully under its constitution that was drafted in the early eighties. The existing constitution is basically a slightly modified version of the generic model rules in the regulations to the Associations Incorporations Act 1981 and is very much out-of-date and does not deal with many ways in which the club actually operates.
The 2011 committee considers that the club's constitution needs to modernised and updated to reflect a number of practices that are not accommodated by the current constitution. The proposed new constitution is much better tailored to the realities of our dynamic motorcycle club and introduces a number of key matters on which the current constitution is either silent, inadequate or out-dated.
- That committee members be elected for a period of 2 years with approximately half the committee up for election at each AGM. This reform seeks to set up better continuity of experience and knowledge on the committee so that we do no burden any entirely new committee with the daunting task of operating our very busy club and crowded calendar. There will always be some people who have been on the committee for at least a year. The current committee thinks this is a very important reform for the club. The importance of this reform has been highlighted recently by the Australian Speedway Solo Championships on 7 January 2012, the biggest event by far the club has conducted. It would not have been fair to ask an entirely new committee elected in November 2011 to take over the conduct of that important event. That is why the AGM has been delayed for 2011. In the future, with a staggered rotation of the general committee and the key positions on the management committee, future committees will be better equipped to face these sorts of challenges.
- The proposed new constitution states our membership structure to include adult members, adult family members, child family members and honorary life members. The current constitution refers only to 'members', 'associate members' and life members'. The committee considers that it is time to properly state our membership structure in the club's constitution.

As mentioned above, the AGM has been delayed for 2011 so that the 2011 committee conducted the Australian Speedway Solo Championships. So, immediately before the AGM to be held at the club on 11 February 2012, we will convene a special general meeting at 9am to vote on the attached notice of motion. The committee considers that it is important that we introduce the reforms embodied in the new constitution for the 2012 year. there should be no reason in the future to delay the AGM as has been necessary in 2011.
Your committee hopes that you will support the reforms necessary to set the club up for the future as place that welcomes kids to race and conducts its events and meetings to a very high standard. The motion must be passed by 75% of the members at the special general meeting who are eligible to vote [ie the adult financial members of the 2011 membership year].
